Whirlwinds are relatively rare in the Philippines, as this archipelago is on a mountainous region. Moreover, they are rarer in some areas like the Los Banos-Calamba area in the province of Laguna.
So just imagine the fear that it will create once you see a whirlwind hovering above the Laguna Lake, absorbing water to empower itself.
