There is a new drug boss in the Philippines, the President herself. Anti-drug boss, to be precise. President Gloria Macapagal-Arroyo took over the role as the new "anti-drugs czar" in response to the local dispute of local law enforcing Philippine agencies, namely the Depart of Justice and the Philippine Drug Enforcement Agency.
