Ombudsman appeals for Judges of integrity

State ombudsman, Merceditas Navarro-Gutierrez, appealed to President Arroyo and the Judicial authorities to appoint people of greater 'integrity, competence and character' to the Court of Appeals (CA)in place of the corrupt individuals who were often appointed previously.
