One of the problems of the Philippine justice system is its lack of judges who will hold the hearings. Empty court rooms are not unusual things to see here. What's more difficult to find are honest judges whose loyalty only lie on the law.
So after committing unethical and illegal actions, a number of judges were dismissed and fined by the Supreme Court. Full details here.
